Electric Energy Distribution 1 Mandatory for Vulcanus

Hi,

I believe "Electric Energy Distribution 1" technology should be mandatory before landing to Vulcanus, otherwise you might land on Vulcanus and never be able to go back!

That could happen if you don't have wood or small wooden electric poles in your inventory and since you cannot craft the metal ones, you're stuck on Vulcanus.

It looks like this is an oversight stemming from not requiring accumulators for silo tech in space age. But it's a pretty minor oversight.

Applies to woodless Fulgora too.
