Normally trains that are out of fuel can be driven manually, very very slowly, but enough that you can rescue them and reach a fueling station.
However this doesn't work in remote mode. In remote mode trains cannot be driven at all when they are out of fuel.
Step to reproduce:
- Place some rail tracks. Put down a locomotive, don't put in fuel.
- Enter it, notice that you can drive it slowly.
- Go to map view, select the locomotive, click "drive remotely". The train won't budge.
- Put some fuel in the train, repeat previous step, the train will drive just fine from remote mode.

Thanks for the report however nothing that you described is a bug. You are correct: trains cannot be driven in remote view when out of fuel.

Huh, strange. Then what's the point of that feature at all? If you're there in person you can just add fuel. The *only* reason to want to drive a train when it's out of fuel is remotely, because then there's no easy way to add fuel.

The feature exists so you don't get stuck on elevated rails over water where you can't get out or get more fuel.
