Orbital request upper limit respecting the planet filter

When you request something in a requester or buffer chest, you can set an upper limit so any items that go above that limit get trashed. That's fairly useful for byproducts or things like fuel cells and spoilage. Setting the upper limit to 0 just dumps all of them. The exact same mechanic also works on space platforms, so I thought "hey, maybe I could just make filter that dumps depleted fuel cells on Nauvis without requesting them in a landing pad", but that doesn't work, because the "Import from"-filter doesn't get applied on trashing overflows.
Just wanted to hear if that's intentional or not, because I would like to trash them that way rather than requesting them on the planet.
