I tried an isolated test with a single Roboport disconnected from everything, an identically configured Requester chest and Active Provider chest with normal, uncommon, and rare items within. It only worked if I manually chose logistics request for each of the items equal to a specific quality instead of one request for anything above normal.

Thanks for the report. First of all, please always include game version at which you observed the behavior you are reporting. Without version a bug report may get quickly moved to pending and not be handled.
As far as i know if you use a quality condition to be `> normal`, then lower slider related to requests is blocked at 0 with a corresponding tooltip saying that it is not possible to set requests in that state. Right slider is related to the trashing of items. In that case i will move this to Not a bug because you are reporting a bug about in a feature that does not even exist.

Apologies for not including the version, I'll keep that in mind for any future posts.
I completely missed the tooltip! I did notice the greyed out 0 and thought that was part of the problem/bug.
It sounds like it's intended to prevent requests of multiple qualities which is surprising to me. Use-case was me trying to herd scattered gear of varying qualities into a single box - let's say Asteroid Collectors. Instead of using a single request for "Any Quality" I need to add requests for each of all five qualities. I think I remember reading about the new combinator being able to set quality, I'll poke around with that some.
