Let players place a belt reader on an underground belt

I think that you should be able to attach a circuit network to an underground belt.
If this was implemented then you could do things like stop flow directly from an underground belt or read the contents of the belt or the input or output/input tile tile. Furthermore i feels like an arbitrary restriction to not let you attach a circuit network to an underground belt.
