ETA: well, TIL, and I think given the movement speed thing this is a bad idea.
Pistols don't need to exist as normal items at all. A pistol could appear in the first free weapon slot (if any) any time the player does not have a submachine gun in any slot, and vanish any time an SMG is slotted. This shouldn't raise many UI questions if as soon as an SMG is crafted it turns up in the slot that the pistol previously occupied, and would spare us the little dance where we put the SMG into slot 1 and stuff the pistol into a box somewhere.
Axes were made implicit in a similar change, and I think that was a good one.

No because the submachine gun does not replace the pistol like you think. With the pistol you can run faster while shooting so there are situations where it has an advantage over the SMG.
