Circuits more item quality options

Add any quality and quality operators in circuit conditions/operations.
Now when you want to get how much "item" you have on the network you have to make a combinator for every quality. With any quality option it would be done in one combinator. Just add the numbers of all qualities. Similarly for any other quality simple quality options (<,>).
