[2.0.17] [SA] "Any planet import zero" fires for 0/0 requests

In 2.0.17, Kovarex added ability for requests to be negative. I added a cancelation request on my platform as rocket fuel is now made locally.

Still went to Vulcanus for RF. Noticed that behaviour on previous versions too, but now it's breaking one of the features of the latest patch. Yes, technically, the import is indeed zero, but the request is also zero.

Fulgora is the best planet. Vulcanus needs rework. Feel free to prove me wrong.
