So I somehow had an EM plant making Supercapacitors continue drawing Electrolyte from the nearby storage tank even after I removed the pipe connecting them and despite it having no other fluid connections (I had disconnected it because I was intending to let it run dry and then move the setup to another position).
Possible steps to reproduce:
Place tank and supply electrolyte (my tank was oriented with the connections top-right and bottom-left, fwiw)
place EM plant with 1-space gap from tank connection (mine was above the north connection)
connect with pipe and set recipe to supercapacitor (not sure if recipe is actually important here, but this is what I had)
remove pipe connecting tank to EM plant (observe the plant continue to draw fluid for recipe somehow)

What you are likely seeing is the plant using up a hidden internal buffer of electrolyte. See 119796 for more detail.
