[2.0.16] "Cannot build on Deadskin marsh" error not shown for underground items

What did you do?
Attempt to build underground belt or underground pipe on Deadskin marsh on Gelba.

What happened?
Attempting to build normal items results in an error message, attempting to build underground items does not display anything. The error sound is still present and the items does not build, but it does not display the message.

What did you expect to happen instead? It might be obvious to you, but do it anyway!
Expected the error message to explain why the build failed like the other items.

Does it happen always, once, or sometimes?
