[Genhis][2.0.15] Asteroids do not spawn when thrusters are off but rocket fly with high speed

bug - when rocket thrusters are off and platform is moving then asteroid are not spawning

we have +600% asteroid asteroid count should look like

then when we turn on thrusters asteroids start spawn

player can cheat asteroid count with ship with high thrust/weight ratio and keep high speed (like +200km/s) with small burst of thrusters so only fraction of asteroid are spawned

i think this is bug and asteroid should spawn base on speed and position and NOT base on active thrusters
