Splitter not detecting spoilage
It seems that if an item spoils whilst it is stationary in a splitter it does not get moved by the splitter. Picking up even one item will then get the splitter working again and belts flowing.

I had a similar problem with express splitters to split away spoilage. I was producing bioflux with quality cards and then the bioflux went bad and was not removed by the splitter. I removed the quality cards from the bioflux chamber and worked around the splitting with a fast inserter and a blacklist for bioflux and nutrition (the opposite of spoilage on this belt).
I haven't figured out the "quality" yet.
