Quality Pumps should increase pump speed

TL;DR
Quality pumps should increase pump speed

What?
Pump speed should increase with quality at the same rate as for Offshore pumps
Why?
As of 2.0. Offshore pumps have the same base pump speed as Pumps.

As of 2.0.13 Offshore pump speed increases with quality and for consistency Pumps should also increase with quality
