Next/Prev Surface Hotkeys should work outside map

It would be really helpful to let us switch surfaces without opening map view first by letting the "Next Surface" and "Previous Surface" bindings work outside the map view.

These hotkeys appear to be firing outside map view already - if you bind them to the same as movement keys, they will suppress movement.
