[2.0.14] Prototype explorer window gets non-interactable

Hello, this issue makes the Prototype Explorer window to be non-interactable by mouse when certain actions are done.

How to reproduce:
1) Open Prototype Explorer window (either Ctrl+Shift+E or Ctrl+Shift+F)
2) Do some of the actions listed below
3) The prototype window now cannot be interacted with by mouse at all (moving, clicking buttons, or even closing it). The only way to interact with it is either pressing E or Escape, which closes the window. Closing this window via those keys can be done even while in other views (like on technology screen!)

Actions, that I found that break the interactability:
1) Changing surfaces
2) Opening Technology window
3) Opening Map
but there might be more...
