Space platforms stop requesting items when a wait condition has been met

One of my space platforms has a wait condition of "all requests satisfied" OR "420 seconds passed" over Vulcanus. The problem I see is even though the 420 seconds have passed, rockets are still trying to send items even when rockets are not actually ready to launch, and the space platform doesn't leave until much later.
Another solution may be to have rockets that are being made not count as a current shipment.
