[2.0.13] Deconstruction progress bar raises chat log

When the orange deconstruction progress bar appears while where are chat messages on screen, or while chat log is open, entire chat is lifted upwards during the the time the bar is present. When bar dissappears, chat is lowered downwards again to original position.

Expected behaviour: Chat should not be affected by progress bar appearing above toolbars.

Issue also *suspected* with health bar, shield bar.

Oberserved with:
2-4 Quickbars, 4K, 200% UI scale
