As stated, the "no-automated-item-insertion" flag is non-functional with inserters.
This has been tested with transport belts and chests. (see image below) the loaders are completely non-functional while the inserter can still insert.
The attached mod file modifies the transport belt and steel chest to have both the "no-automated-item-removal" and "no-automated-item-insertion" flags, only the former is functional with inserters. Both work when connected to loaders (of course, this only applies to the steel chest)

Thanks for the report. I am unable to reproduce any issue with chests but I did find that the inserter *does* respect the no automated item insertion for belts. But, it then puts the item on the ground on top of the belt and an item created in the world always tries to add itself to a belt if it's over one - so it ends up on the belt anyway.
At the moment I don't consider it worth adding more complexity to item dropping through inserters to try to work around this.
