The mech suit causes the character to automatically fly and land as needed to move over obstacles. However, the player still benefits from the ground's movement bonus (e.g. 150% movement bonus from refined concrete) when the player is landed. This bonus only applies once the player's landing animation has completed.
This is a bit odd for a couple of reasons.
1) The take-off animation gives no delay to the player moving over obstacles. The player actually starts 'flying' immediately (or is always flying) before the animation of liftoff completes.
2) This makes the mech suit actually a bit worse than the modular power armor in a small way: in the power armor, I can benefit from ground movement bonuses all the time by weaving between objects and along a paved path. When running, the character automatically 'shoulder-bumps' obstacles and stays on the path. Whereas in the mech suit, I lose out on the movement bonus because there's no 'shoulder-bumping' correction to the movement, and there's a delay before the movement bonus applies.
This is a really minor issue, but I still suggest a simple alteration:
Apply a permanent movement bonus of 150% to the mech suit which overrides any movement bonus from terrain.

I don't know whether a permanent 150% is the best way to go about it, but the constant speed changes certainly feel a bit jarring when I'm moving across my paved base. I was actually considering un-paving it. Can you imagine? I can almost see Dosh shaking his head in the distance at the idea of removing concrete from the factory.

I guess another fix would be to apply the pavement bonus even while flying. It's no less realistic than exoskeletons working during flight.

Good call. The mech armour doesn't necessarily feel like an upgrade when I can move faster staying on the ground!

Also no less realistic than getting a double boost when running on a belt that's on pavement. I think that would be fair, yes.
I suppose a potential downside of applying ground speed adjustments while flying is surfaces with speed penalties, such as the oil ocean on Fulgora. I don't think I'd like to be going slower when flying over that.
