[2.0.12] UPS drop

I have dedicated server for factorio running at hostinger

before update there's was never even a single lag from server, but today they are happening every 5~ minutes

After connecting to the server and waiting for several minutes UPS drops to 30, then to 6, jumps growing with no limits flying to the sky
Then ups grows up to several hundreds and everything seems stable for another few minutes or server kicks me out with message that my connection or PC can't keep up

this is normal state

server doesn't hit even 20% of cpu load
I already tried upgrade server, but still nothing

I'm also experiencing very occasional lag spikes, not enough to kick me off but there does appear to be an issue.
