[2.0.12] Platform "all requests satisfied" is green, but requests are not fulfilled

The "all requests satisfied" isn't actually satisfied. Both the fuel and the LDS are red. Hovering over either shows that the satisfaction isn't achieved. The screenshot shows that the rocket fuel is only 198/200. (Note that while the individual request is 100, the logistic requests is x2 for 200 total.)

All three conditionals sometimes are satisfied and the ship doesn't break orbit. (The inactivity will eventually reset since ore from space is sent to Nauvis.) Eventually, the LDS and rocket fuel *are* satisfied (so it's not preventing logistics from realizing silos need to send it to orbit) and the ship breaks orbit for Vulcanus.

It looks like there's like 3 pixels of unfilled green for 'All requests satisifed'. Put your mouse over that and it will say what it's waiting on still.
