[2.0 / Quality] Add quality selection to Factoriopedia

Add a quality selection to Factoriopedia, so it's possible to compare the different qualities of an item. With a similar UI as suggested there viewtopic.php?f=6&t=118170



The quality selection MUST apply to the currently selected item.
It SHOULD apply to all other items in inventory pane preview on the left.
It MAY apply to the article entry on the right pane.
