Allow choosing surface for production stats

TL;DR

Be able to see production stats from any surface, not just the one you're looking at.

What?

In the production stats window, they are filtered by surface, but you can't change the filter. You have to go into the map view and look at the surface you want to see the stats of. I suggest changing this so that you can pick the surface you want to see the stats of, so you can use the stats without having to change the view.

Why?

This simply makes a common operation easier and smoother for the player.

If anything, the following sequence doesn't change the production stats planet either:
1. Open map with M on Nauvis
2. Open prod stats with P
3. Click on any other planet's map (top-left)
4. The production stats are still showing Nauvis even though map view shows another planet.
