[2.0] (re)add LuaEntity::auto_launch

It looks like we have lost the ability to configure rocket silos to auto-launch rockets in base. We need this to expose that functionality to our blind players. This existed in 1.1. Any chance of us getting it back?

+1 on this request.

I have a GUI which displays the rocket progress and auto launch state for all silos, with a button to toggle the state directly from the GUI. This feature is now broken with no 2.0 equivalent in the API.

Added for the next release as LuaEntity::send_to_orbit_automatically.
