[2.0.10] Make Logistics tab height dependent on inventory size

When adding lots of logistics groups, the inventory screen gets quite large. Both the character and crafting tabs have a ton of wasted space, and when it hits the bottom of the screen, it starts scrolling anyways. I think this middle widget should scroll immediately, keeping the inventory UI a more consistent size overall. Effectively, the 2nd screenshot should look like the 1st, but with a scrollbar:
