[2.0.10] Satellites and fish are "black holed" in the rocket inventory

Issue:
Satellites and fish disappear completely when placed into the rocket inventory slot.

Repro steps:
1. Build a rocket silo + rocket in the latest pre-2.0 version. Do not launch the rocket.
2. Upgrade to Factorio 2.0.7, then 2.0.10.
3. Load the game, observe the savefile being migrated to 2.0.10.
4. Open the rocket silo. Observe that the rocket can't be launched if empty.
5. Attempt to place anything inside the Rocket Inventory slot.

Expected result:
Item remains in the slot.

Actual result:
Item disappears from the player inventory, but does not appear on the Rocket Inventory slot. Item is gone completely.

Impact:
Savefile is ruined: I can't launch any rockets now, because I can't place anything inside them, and they won't launch empty.

Side note:
Destroying and re-placing the rocket silo doesn't help, repro is consistent.

Not a bug. Check if you have inserters taking out of a rocket silo. In 2.0 you are expected to build a cargo landing pad to receive launch products.

But it doesn't make sense that inserters can grab items from the Rocket Inventory slot, does it? I mean, conceptually, that slot serves as an input – similar to ingredient slots inside Assemblers. It feels strange that inserter can take items out from that slot, as if it was a chest.

(And yes, you guessed it, I had an inserter taking out of a silo. Thanks for solving that mystery! :D )

Not certain what usage could be in this case (to make sure that wrong items don't get sent by accident ?), but consider how inserters can also take fuel out of locomotive's fuel slots.
