[2.0.10] [QOL] Blueprints + Upgrade/Deconstruct Planners considered items

Issue:
When traveling to the space platforms currently you need to have an empty inventory, this includes Blueprints + Upgrade/Deconstruct Planners

The issue is, you then have to dump these items into your logistic network manually as there is no automated way to do so. This causes the items to then "clutter" the network with also no way to retrieve them.

Breakdown:
- No way to automate the trashing
- No way to request the items back
- Not really an item and allowing these doesn't change the overall game play

Potential Solutions:
- Make these items allowed on space platforms (Ideal)
- Have the ability to trash the items when "Trash Unrequested" is selected (Not ideal - creates additional issues) while also being able to request these out of the logistics network
