What did you do?
Setup posted in the following images. I had setup a train refuelling system with solid fuel earlier. Since I now produce rocket fuel I thought of swapping the solid fuel of my trains with rocket fuel using the refuelling system. To do that I placed inserter with solid fuel filters at the station which took the old fuel out and the new rocket fuel replaced the old fuel. (Before I had the rocket fuel some solid fuel were still on the input belt going through the train. After all solid fuel went through the train I connected the rocket fuel).

What happened?
After replacing all solid fuel with rocket fuild the condition of "all locomotives are fully fuelled" was fullfilled and I guess in the next text unfullfilled leading to a flickering and the train not moving

What did you expect to happen instead?
Once all fuel slots of the train are full the condition is fullfilled and removed (interupt). The train moves to the next station.
Does it happen always, once, or sometimes?
I can reproduce the issue in the video with the same train. I also tried another train fully fuelled with solid fueld and could reproduce it.

Found the error. No bug, the interupt was triggering due to the stack size difference of rocket fuel and solid fuel. So after the stop was cleared the interupt was adding it back in since 20*3=60 < 80
