2.0.9 First Rocket Will Not Launch

Played in PvP mode with other players. Only 1 player present during, presumed, bug encounter.
The rocket silo is equipped with a "Space Platform Starter Pack" in the "Rocket Inventory", both Rocket progress bars at 100%, is powered, has had the "Build new space platform" button clicked, a name given, been deconstructed, reconstructed and repeated many times. A cargo landing pad has been built. It's stuck on "Waiting to launch rocket", seemingly forever.
The buttons on the right are "Deliver Cargo" (greyed out) "Build new space platform" (available and attempted) and "Travel to space platform" (which obviously can't be used as there are not yet any space platforms.
