[2.0] Allow decider combinator to output a valued signal.

TL;DR
Create an option on the decider combinator to allow setting a specific value of a signal instead of just "1" or "Input count". Would also work nicer with blueprint parametrisation.
What ?
Currently, deciders are not able to output a predetermined value other than 1.
My suggestion is that, instead of selecting the number 1, you could define any value you like.

Why ?
This change makes setups like these (a MIN function), simpler, removing the need to define B (the maximum allowed value) on the constant combinator.
Letting the value of B be defined outside of a constant combinator also has the benefit of being able to parameterize the blueprint in a cleaner way, which feels more align with the idea posed in the conclusion on https://www.factorio.com/blog/post/fff-392
