Error: failed to connect to server

I persuaded my friend to go play Factorio. But we couldn't connect to each other in a multiplayer game. Neither via LAN nor via IP. I opened ports, etc. Then we checked via Factorio Zone and I was able to connect to the server hosted on this site. My friend couldn't. I think the connection problem is coming from his side. (sorry if the translation is bad)
the error occurred on both version 2.0.7 and 2.0.9
Also the server is not visible in the list of local servers when using radmin vpn. please suggest at least some ideas what can be done. My friend's Windows firewall is turned off
