Why can't I make red or green wire?

I'd recently begun to use circuit networks to manage low volume/high value production quantities and bot numbers, but since upgrading to 2.0.9 I no longer have the option to make wires. All the other circuit network options remain, just wire is missing.

Am I missing something? Has this been moved or removed in the upgrade, or is it a bug?

You have free unlimited red green wire in your toolbar, to the right of your inventory toolbar.
