[2.0.8] Inserters with filters set for quality Processing Units/LDS/Rocket Fuel won't fill rocket cargo

I'm using filter settings on inserters to load specific cargo into a rocket cargo but the inserter refuses to load quality Processing Units or LDS, presumably because it conflicts with the rocket construction materials slots which will only accept normal quality.

Not strictly a bug report, however i slightly adjusted the rocket silo logic to accept rocket ingredients of wrong quality as a cargo. No changelog record in 2.0.11 for this.
