Add Car Logistics

In much the same way that Logistics were added for the Tank in Space Age, having logistics for the car would be very useful.

I feel like adding an equipment grid might be too overpowered, but there's no reason why we shouldn't be able to refuel/rearm our cars automatically.

With this update, Cars are pretty much entirely obsolete now, Tanks have been given all the love.
