First of all, I bought Factorio off from Steam and I also pirated it (it's legal to pirate game in my country if I have bought it previously). I have maybe 50-100 mods running whenever I play it. However, I've had savegames that have 1000+ hours and become unplayable whenever mods and game itself updates and there are compatibility issues between mods.
I want to have an offline Factorio where all mods and game itself gets frozen in time. I can test out if everything works and then start building a 1000+ hour megabase without any worries. No updates means no possible unplayable savegames. Disabling updates on Steam for game and mods won't work because whenever I buy a new computer, I can't have old versions of mods or game.
So, creating this offline version of Factorio. I had it working with 1.1.87 but somehow the biter evolution got messed up (jumped from 0.20 to 0.70 for no reason). Version 1.1.109s seems to pull mods from same directory as Steam version. For 1.1.87, I copied mods from Appdata/Roaming/Factorio to main folder of that offline pirated version and it loaded all mods from there.
Now, question:
How can I make offline version of Factorio that has all data/mods/saves stored locally, has all updates disabled, and can be easily copied to memory stick and moved to my new computer if needed?

You know that you can download an offline version of Factorio in zip format from the website once you have purchased the game, whether in Steam, the website itself, or GoG ? You just have to link your Steam account to your Factorio account.
And you can disable any updates you want, so your version is basically frozen forever if you wish.

No, I didn't know that. Thanks. Does this mean that once I download all mods and Factorio, I can have a folder that contains all mods, save games, and game itself AND none of those will update? Also, this folder can be easily moved between computers, right?

Absolutely.
That's the way I play my modded games usually : download the zip version from Factorio website, upzip it somewhere on my hard drive, add the mods I want, disable the updates, and everything is contained within the folder I have unzipped the game. Never moved it to another computer, because I don't have the need, but I know it will work if you try.

Thanks, it seems to be working as intended. I copied mod files from Factorio Steam folder and everything seems to be okay.
I really like game developers like Wube. "Here, that game is yours because you bought it. No internet access needed, mod it in any way you like it. You don't even need to have an account to play it. No politics either, just build your factory."
One of few developers I'm willing to remove my pirate hat to give them a nod.
