Trains coming to LTN provider very slowly

Hi everyone. I'm hoping someone can help me out with understanding why trains don't want to come to my provider warehouse as much as they should. My factory is constantly running a copper ore deficit despite my copper mines having plenty of ore in their provider warehouses. The network only seems to want to send one or two trains at a time to any of the mines, despite their train limit being set to six. I would expect to have multiple trains lined up at all times to empty out the warehouses considering my factory's copper ore needs, but the warehouses are constantly full with only a lone train showing up once in a while. Anyone have any experience with this problem?
