Steps to reproduce:
1. Update mods (in this specific case, Editor extensions and core mining rebalance)
2. 'Confirm' to trigger reload / reinitialization of factorio client
3. Loading screen will appear with progress bar
4. During progress bar, open steam overlay to view a message that arrived
5. Begin typing response
6. Observe no characters being typed, and windows reporting client as 'not responding', overlay cannot be closed, windows waiting spinner mouse cursor
7. After some time, client becomes responsive, typed text is written into steam overlay chat window, overlay can be closed, client loads as normal to main menu
Expected behaviour:
Client remains responsive to operating system input even during loading sequence, no pauses on entry to overlay, windows does not get concerned about an unresponsive application.
Comments:
Couldn't find a similar report on cursory search. For most games I wouldn't bother reporting something like this - my own programming experience is such that I am aware that this is both 1. super trivial, and 2. Hard to avoid. However Wube's track record and dedication is such that I considered worth raising, even if this gets Won't-fix'ed. Thank you all for your excellent work <3

It might still be possible to assist you with the issue, but an issue with an overlay is generally the responsibility of the application that creates it.
