Missing the Kovarex enrichment technology from the tech tree

I installed and then uninstalled some nuclear power related mods, and now the Kovarex enrichment tech is nowhere to be found.
How do i fix this problem?

Run /c game.player.force.reset_technology_effects() twice. This will disable achievements though.

Unfortunately, that didn't help. I double checked, if I made any typos in the command, but the tech is still missing.

Reinstall https://mods.factorio.com/mod/Nuclear%20Fuel, then follow the instructions at the bottom of the page (under "Uninstallation").

We don't need the save file, some mod will have set the technology to be "hidden". This can be undone by the above method, or there is a command that could do it.
