Overflow Splitter Mod

I am trying to create my first mod for factorio and I would love to talk to anyone who could help me out.

My goal is to modify a splitter so that it only splits if the default output side of the splitter is blocked. IE splitter has a belt coming in on the left and the left output is backed up: then the right side of the output would flow.

This would work like an overflow valve for belts... Any takers?

How would this differ from simply setting a priority?
