[1.1.61] S key with mouse brings up technology menu

I guess another way to say this is when I use the S key and the mouse together - for example to lay a belt down as I move south, the Technology menu flashes on screen and interrupts laying the belt. It seems like the "T" key is somehow being generated too. This also happens randomly when I move south without using the mouse. If I change the south or down key from "s" to something else like "z" the problem goes away. Things I have tried to fix:
- reinstalled Factorio
- different keyboard
- different mouse
- different USB ports
- removed all mods
- uninstalled iCue software
- deleted configuration file
Not sure what else to try

do you get any random 't' when typing 's' in anything else? sounds less like the mouse is involved at all, and more that the keyboard is acting up.
