Can't get blueprints to cycle with mouse wheel

Nothing I have tired seems to work for the "Blueprint book next/previous" binds.

I have tried
1. removing all mods creating a new game
2. resetting all bindings
3. rebinding to shift
4. changing mice.



I know I have used this before, but when I reinstalled I can't get make it work.

In general when I change the bind the system recognizes things like <shift mouse up>, but when I have a blue print selected it doesn't seem to think that it is a blue print.

Any suggestions?
