The game crashes before it starts:

Running -or at least NOT running- on an Intel Core 2 Duo T7250 @ 2GHz, 2 Gigs of Ram, Win8.1 x64.

You only have 128 MB VRAM. Factorio requires 512 MB VRAM.

You can try reducing graphics quality, but I am not optimistic.

Mobile Intel(R) 965 Express Chipset Family

I advise you to lower all graphic settings to minimal, low quality, and give it a try. before 0.12, this chipset was insufficient to run the game. There has been some optimization, so now it may work.

Optimization was on the RAM side for image cache - not VRAM I think.
And new stuff might actually made it need more VRAM.

From changelog:
Fixed video-memory-usage option on Windows. It is possible to run Factorio on configurations with low VRAM (less then 512MB). Other platforms don't have this issue.
