Inserter dropping position

It's well known that inserters place items on the far lane of the belt, and they stop placing items if that lane is full, even if the closer lane is empty.

However, I recently noticed that at the exits of underground belts, the items are placed at the closest lane. I don't remember seeing this in 0.11, because it clogged my factory only after upgrading to 0.12. Before I downgrade to check it, is there anyone else who noticed this? Is it intentional?

I've noticed it. It's not intentional as a Bug Report about it was marked as resolved for next release.
