[0.12] Headless server not uploading map?

Not sure if this is considered a bug report but I'll post here anyways. I've been using the headless server for a while now running it off my dedicated server. Whenever I connect first (the first actual person to join the server) I average around 600kb/s. I've tested it with a few friends and this seems to be the same for everyone that joins as long as no one else is on the server. Once the first client connects though it seems like the server is no longer uploading the map to the clients and only the active player on the server is uploading. So if I'm online and someone joins it pops up the connection window and says I'm uploading the map at a speed of whatever. So communicating through teamspeak I say I'm uploading at 30kb/s and ask my friend what speed he's downloading and he says 30kb/s. So where did all the bandwidth my server was uploading go? If anyone else running a headless server can confirm or deny this that would be awesome. Also if any logs are needed just tell me what I'm looking for and I'll upload them right away.

No the server is being hosted from a dedicated server in new york. We would all be connecting over the internet yes.

The problem is now solved by moving to the server mode when having headless server. In this mode you always download from the server.

In the 0.12.6 the server mode is available.
