[0.12.0] Splitter Deconstruction Planner
When selecting a splitter with a deconstruction planner it doesn't stop items from passing through, so bots will take the items without taking the splitter as they should to clear the belt. If the throughput is low it will eventually grab the splitter but with high throughput it will not.

Same is valid for normal belts. In 0.11 a belt (or anything else) stopped working, the items on the belts stopped.
How I would like to have it working:
If a belt is deconstructed, only the first belt part (the part or parts), where the items come into the deconstruction zone are stopped. Any other belt is still moving. That enables, that the items "flow out of the deconstruction zone".
