Can't Generate new maps

Every time I try to generate a new map a box keeps appearing saying i must allow at least one tile type. what does it mean by this and how can i fix it?

This is caused by missing (or disabled) base mod. Check in "Mods" dialog in Factorio that "Base Mod" is not disabled. If it is not, then reinstall the game.
