Help me want suggestion on how to fix

When i set up my factory so when i use inserters they only do it to 3 of the ore then keeps on doing it but the furnace only has 3 ore inserting at all times then stops how do u make so it will fill up the whole inventory of the ore

Unless you put the ores in manually, you can't. An inserter won't fill a building's input slot(s).

Yup. This is just how the game works. Actually a good thing because otherwise you would have resource problems for things further down the chain/line if the first things where trying to fill the input slot constantly. :p
