1. Not entirely sure about the specifics of terrain segmentation, but I believe it is a measure of how segmented the land and water is together. To be more specific, the higher you set it, the more broken up the land mass will be, with little ponds and lakes everywhere etc.. It can look cool and be fun, but as you might imagine not much buildable land. Best way test is try it out 
2. Starting area just determines how big of an area you have between where you start and the closest biter bases So smaller, you will start almost right next to the biters, larger will give you a bigger area to work with until you hit a base.

The 1 is pretty self explanatory : low terrain segmentation means large areas with same terrain. High segmentation is the contrary, the terrain changes nature often. Typically huge forrest vs lots of small woods.
The 2 is how far from your spawn point the closest biters are at the beginning of the game, but also how far there is water when you choose "Water only in starting area" in the map generator.
