You can request 'N' number of a type of robots up to a roboports max capacity to land in the roboport to ensure it always has that count available.
This feature works well for minimum count, however unlike every other aspect in Factorio it seems the max count is ignored.
Eg. If I set a max of 0 [construction/logistics] robots in a roboport, i expect;
1) The coverage grid provided by the roboport is respected, and jobs within the grid are actioned
2) The robots can fly to and recharge at the roboport
3) The robots cannot 'settle' or land in the roboport
Yet condition 3 is not true. The maximum count of robots is ignored and robots of a prohibited type or number will still land.

Just FYI: there is no "max count" in roboport requests. The value is not ignored; it flat out doesn't exist for them.
Roboport requests are considered a whole different kind of logistic request, and their requests don't have a maximum value to set. You're not setting both the minimum and maximum values as one value; you're only setting the minimum because that's all there is.
So the feature request is to actually have a max robot count in roboport requests. Which will then presumably be respected
