[2.1.20] Automatic Request for 0 Blocks Unload

I have a station around Nauvis. It is fully built, but is still requesting quantity 0 of some materials (ie, transport belts) for construction.

Due to this request, it won't unload to the surface. Unchecking and rechecking "automatically request missing construction materials" fixes this, but it seems like the station should stop requesting items at all once fulfilled.

Reproduction steps: go to "Nauvis Platform", uncheck "automatically request missing construction materials" and recheck.

Automatic construction requests for 0 items blocking outbound item transfers is intended: this prevents Loops from forming whereby the materials are immediately returned to the Planet. These Requests are cleared each time the Platform moves to a new Space Location (or the button is toggled).
